The vocabulary moves under you
SAFe renames things, and older material does not catch up. *Program Increment* became Planning Interval; *Program* became ART; *Solution* became Solution Train; *Agile Product Delivery* became Product Development Flow; and *Participatory Budgeting* is becoming Strategic Investment Planning.
Why it is like this
Each rename fixes a real misreading — "increment" implying fixed scope, "program" implying a programme office. The cost is that the internet, your tooling and your colleagues' certifications are all a version or two behind at any moment.
Not to be confused with
Cosmetic churn you can ignore. The renames usually signal an intended change of behaviour, so someone still saying "program level" is often still *working* at a program level. The word is a symptom worth asking about.
In practice
Scaled Agile's own materials acknowledge the lag — during the Participatory Budgeting transition, the framework notes that some SAFe materials may still use the old term.

Agile Product Delivery
Agile Product Delivery is now Product Development Flow — one of the five disciplines. A great deal of training material still says APD.
