Four configurations, and Essential is the floor
SAFe comes in four configurations. Essential SAFe provides the minimal elements necessary for Agile Release Trains to deliver, and is the simplest starting point. Large Solution SAFe adds coordination of multiple ARTs without portfolio concerns. Portfolio SAFe adds strategy, investment funding and Lean governance. Full SAFe is the most comprehensive.
Why it is like this
Most organisations need the train and nothing above it. Making that a named configuration rather than "SAFe with bits removed" gives them something legitimate to adopt and stop at.
Not to be confused with
A maturity ladder to climb. Essential is not a beginner's SAFe that you graduate from — it is the complete answer for an enterprise whose problem is one value stream. Adding Portfolio because the diagram has a Portfolio layer is how SAFe earns its reputation for weight.
In practice
Large Solution and Portfolio are not sequential: an enterprise can need portfolio governance over several simple trains, or one enormous solution with no portfolio question at all.

Configurations answer different problems; they are not rungs. Adopting portfolio machinery you have no portfolio for is pure overhead.
