The dimensions sit inside external factors
The four dimensions are constrained by external factors that the organisation does not control, conventionally grouped as PESTLE: political, economic, social, technological, legal and environmental.
Why it is like this
A model of a service that stops at the organisation's boundary cannot explain why a sound design became non-viable. The external factors are where regulation, cost of capital and talent supply enter.
Not to be confused with
Risks to be managed. They are constraints to be accounted for: you adapt the four dimensions to them, rather than planning them away.
In practice
NIS2 and the AI Act are legal factors reshaping the partners-and-suppliers dimension for a great many service providers right now.

Operational
Operational concerns are internal — they live in the four dimensions. PESTLE names what sits outside them.
